Weapons, including melee and camera suddenly all stopped working.
Last night I went into the Wendingo Cave to do a Daily Mission of taking a picture of a Wendingo. I'd forgotten about the Mirelurk King that was in there. I found him and very quickly, he smoked my butt! When I respawned, I put my power armor on. I went back in the cave until I spotted him again in the distance. I drew a bead on him with my Boom Stick, and I see he's outlined in red. I thought the PA helmet did it. I fired, but all that happened was a red circle with the map location thing in the middle appeared and stayed visible for a couple of seconds. The weapon never fired, but made another circle with the location thing in it each left click. He charged me, still outlined in red the whole time. He made quick work of me. This same thing happened every time I retried using different weapons. I could raise and aim the weapon, it just wouldn't fire, My melee weapon, a sword, wouldn't swing. The camera did the same thing, making, the circle with the marker in it. I saw without a target sighted, the circles would be yellow. I server hopped, I exited all the way out of the game, out of Steam, even powering my PC down and back on. I turned all my settings back to default, and checked my local files, which were all OK. I have a fiber optic ISP with the optical connection going right to my house with 1000+ Mbps up and down speeds. My PC is CAT 8 Ethernet connected to my router as is everything else on the network. My driver updater says everything is current. I used Norton Utilities to clean up any temp data or Internet litter. I rebooted my router. I haven't added or removed any hardware or software to my system or network. Again, it was working fine until the respawn in the cave. Bottom line is i'm pretty well out of ideas. Anybody?

try starting a new character. then switching back after

That red circle sounds like a nuke zone. An odd bug for sure. The red highlight is the targeting HUD helmet mod.

Only thing I can think to try is unfavourite all your weapons, highlight in pip boy and hit C. Favourite everything but the camera.

There was a bug with the camera and quick select wheel if you haven't finished Skippys quest in the retreat.

If you know the destination marker you set on the map, that's what's encircled in yellow if I'm just trying to shoot. It's red if I target an enemy. It's not a big circle like the nuclear strike area circle. If I aim at a tree or something, it will turn red briefly. One will appear with every L mouse click, stay on screen for a second, then disappears. It does the same thing in or out of power armor and in first and third person views.

I read something about a ping bug. The only place I found that had any ping settings was in Steam Settings. I lowered it to 250 from Auto which was 5000 but it didn't help. This sucks!!!

So is the game using your fire button to ping things?
I looked in my game control settings on pc and it has a Ping setting which for me is bound to Mouse-4, (which is also my holster, unholster, reload weapon button if my memory serves me correctly????)
I've never used ping in FO76 so don't know if it's a quick press or button hold to ping things.
What's yours bound to?
Perhaps try reassigning Ping to an unused key.

Yeah, ok, sounds like the ping highlight. It's meant to be mouse 4 by default.

Your mouse may be dirty and pressing more buttons at once (I've had that happen before). Or just faulty or the settings in game need changing.

Yeah, mouse problems are worth considering.
I recall a few weeks ago I tried out that concentrated fire perk card and when using it I found my mouse Y movement would invert until I restarted the pc.
It was just coincidence that the mouse chose that time to fail.
Mouse substitution remedied the problem.

I got a new trackball 2 days ago. The old one made no difference nor did a standard mouse I tried. Keyboard is fairly new. No settings were changed. 8,863 hours played so I think I have the hang of it. No other games on Steam, and I have 197 of them, or programs have ANY issues. This happened after respawning from getting smoked by a Mirelurk King in the Wendingo Cave. No issues before or during the respawn. It happens in or out of power armor. It happens everywhere I travel, with every weapon, Legendary, melee, and fresh built weapons. Different Ping rates don't do anything Checking files show no errors. Making a new character didn't correct it and it did it too. Setting all in game settings to default didn't help.

Maybe there is some confusion about the ping being referred to.
It's not internet ping but a feature apparently introduced in the Gleaming update whereby it's possible to highlight things as a form of communication with other players.
I heard about it but never used it but presume it was enabled.
i.e. there is a ping feature that in my case is bound to mouse 4 in the game control settings.
What is your ping feature bound to in the game control settings?
Perhaps rebind it to another unused key.

Edit:
Just played around with the in game pinging on my other account.
The default ping button was mouse 4 which the laptop doesn't have so i remapped the key and pinged some things in the game. Different pinged items get a different coloured outline and pinging a spot gives a symbol.

Button 4 was being swapped with button 1. I accidentally hit one of the two buttons along side button 1 on my new trackball and the weapon I had equipped fired! I went back into settings and it was changed from the left button, button 1 to button 4. I didn't reassign anything so I haven't a clue how it changed. Apparently, however it got changed didn't reset when I restored defaults. Maybe my 70 year old eyeballs don't see like they used to!

Either way, that button 4 thing was the issue. I still don't know how it changed during a respawn. If it happens again, I'll know what to check.
