So what exactly IS a legacy weapon?
Is it just a heavy energy weapon with the explosive effect? Or was there some broken effect that was grandfathered into the game after nerfs? (for reference, I played after launch and quit until a few months ago.)

so, there are several types of legacy weapon, one of which is indeed any energy weapon that still has a explosive effect, at least from before F76 let you make legendary effects to put on any weapon.
another example would be the weapon The Dragon. legacy The Dragons have the stats from before it was nerfed, which i think is double the range and damage. It was a pretty powerful weapon and some people have legendary ones from before it was nerfed, making them even more powerful.
the only problem with owning a legacy The Dragon is, you cant add any legendary effects to it, or try to reroll its effects as, when you do, it will "fix" to the nerfed version of the weapon.
I think a example of legacy armor might be a excavator chest piece with a jetpack on it, as the ability to add one to it was removed for some reason.
But most legacy weapons are just weapons from way back at launch that had special effects, like explosive on a energy weapon or the like.
some people hate them for some reason, personally I don't mind them.

So the game was basically ported from fo4

In fo4 they bugged explosive on energy weapons to do 3x damage and explosive 20% instead of just adding 20%

Which is why it was disabled because they weren't competent enough to correct it

Now they took a much less skilled much smaller team and welded on multiplayer to fo4

This also ported all the bugs and issues

Now the team not being quite as intelligent didn't disable the explosive energy effect

Originally they weren't popular because they also ported over a few dozen other much much more broken things (magic shotguns for example)

Once they stole the ultra broken drops from players they disabled the ability for them to drop, and that was where explosive energy popped into the meta, they then quickly disabled the ability for energy weapons to also have explosive effects

But with 9 months to a year of people getting them a lot were already in circulation.

These guns would do 100% regular damage x3 for the explosive effect then shed it out as 20% around the area for a 400% base damage + 20% explosive damage (which was 80% higher than intended thanks to the original damage increase)...

This actually by and large wasn't too bad as existing meta guns were on par with the best legacy weapons, with the exception of the two shot explosive gatling plasma - which while not the most powerful single shot one was able to rain explosive hellfire down on mobs of enemies obliterating everything - coupled with many many bugs which caused all event enemy mobs to spawn in a single area and farming areas like westtek NOT being instanced, no shared drops, no shared exp from kills, etc meant that people using this ONE particular legacy weapon would take all the everything from everyone in any event

So after 4 or 5 years of these guns being allowed expressly by bugfesta they elected to arbitrarily steal the guns from players to appease the noobie crowd who was having trouble getting them, the big issue is that they robbed players without any form of compensation to appease cry bully noobs who didn't really understand anything

It took them three purges to get most of the guns

And while removing them citing "the guns break gameplay and are too powerful" they added a limited time legacy weapon the nuka launcher which is a functional 8* gun and was exponentially worse than even ts e gatling plasma spam... but incompetency and hypocrisy are things that bugfesta has in spades

We went a while without them while they reworked the effect and were able to get in explosive energy weapons without the bug in which is what current explosive energy guns are

Minus of course flamer style energy weapons and one other type

Now we have a few legacies left

The lobber tesla - It fires orb lighting traps... originally a shotgun mod of the telsa it was quickly removed (probably because the effect was more server intense, and the guns damage output was so bad that no one really used it)
This gun survived the first two purges, got caught in the third purge
Three months after the third purge they reversed its purge and changed it into a grenade launcher
My twoshot faster fire faster reload lobber went from firing 9 traps in rapid succession with 20 rounds of ammo lighting up a tonne of area in very cool looking effects
To a double grenade launching gun that pops out 2 traps each shot and has 4 rounds in a magazine
Still a cool gun, but not nearly as cool

419 Dragons (although I've heard they recently got nerfed to the 2xx range)
Explosive dragons (which were 20% and new dropped were 3% but now are all back to 20% so its kinda moot on them)

Not to be confused with hacked weapons with impossible damage and fire rate which still exist, dev room weapons, nuclear winter night light and other absurdly broken guns, and other things
