Crafting plan for Quad and vamp actually in game?

it is possible to learn the plan. ( I got all 1* unlocked except Bloodied )

I've had the quad mod a few times thru trade so it does exist. Never ever seen vamps. Explosive was my lucky unlock.

Quad seems to be VERY low in an effect on an item verses other effects.
I've gotten at least 7 box mods for it between 2 characters but no Plan learned.
Vampire I got the 3rd day after the update.

It doesn't cost much to make.

Vamps was one of my first. After scraping +100 quads I still dont have it.

No matter which one of my 12 Characters I play, vital and vats optimized are always some of my first mod unlocks, have rapid across 4 characters and only one character that can make explosive mods, 3 characters that can make unyielding and over eaters and despite having a mish mash of twelve different characters (I like roleplay builds, my current flavors are my hellcat Merc build and my veronica Santiago/brother hood knight build) I've yet to get a single quad recipe.

I have a friend in the game who can craft Quad's, he actually gave me a few.

Vampire was not bad to get but so far no quad or explosive. Buying a bunch of cheap 2 star ranged weapons at the pick one way to try.

Yes it exists. There's less than 1% chance to learn it tough so even after 150+ dismantles you're not statistically guaranteed to learn it. You're, in fact, never guaranteed to get it.

I can create vamp, quad, explosive. Quad took a very long time to get. Once you get explosive you have to hunt for bobbleheads.

It doesn't cost much to make.

I learned Vampire and Bloodied effects quite easily by creating x10 "The Gutter" weapons, got it at first scrap try... lol.

Bloodied took little more time since i had to farm for DeathClaw hands. I created like x14 "Unstopable Monster" weapons and scrap them after i learned it.

I have literally scrapped at least 40 Quad items witn no luck. I even bought x10 one * Legendary weapons each one for 300 caps from someone camp, and still no luck.

Explosive seems to be another hard one to get, i also scrapped at least 40 - 50 of those and no luck.
