The only quest where it can matter if you talk to anyone is the raider's quest 'retirement plan' (or something like that) where you have to deal with the deserter. If you talk to the two hunters first, you can convince them to give you 100 caps each; if you talk to the target first he can be convinced to give you 25 caps. And then you can leave them alone or kill them as you choose, and still turn in the quest for the quest reward. However, sometimes some or even all of them get themselves killed before you can talk to them and you lose out on the extra caps. No big deal, really, and it doesn't always go down like that.
So yeah, there can be talking involved. Which is kind of hard to do when the raider is dead. It is a Foundation quest,but can give either Settlers or Raider reputation depending on how it is handled. And the OP wants the Raider reputation outcome.
You just have to be lucky or act fast if there are other enemies around that could kill the raider.
Lol man! I promise as soon as ward hands me the quest I fast travel to the guy just to see him get knocked out in one hit by whatever. I was able to get it done one time telling him to keep the equipment and put in a good word for me with the raiders and every time since then the guy just dies lol
