No amount of defense invested seems to ever make him enough of a bullet sponge.
Even when combining the stacked effects of armor, perks and even drug effects.
If fallout 76 ever decides to give me more character slots to work with I’d consider giving this character a run.
But I’ve got 7 other characters who are somewhat simplistic in terms of difficulty with unique playstyles that are fun and not incredibly difficult to keep alive and even then 2 of them can’t have slots.

In the early days of the game.
I used to kill SB with 10 whacks of a grognak axe.
I used a ranged weapon to shoot them in the sky.
That would take 1/3 their health away.
Then they land to kill me.
10 whacks and dead!
Did that till they nerfed the krap outta it.
Melee has never quite been the same...
Fun but not enough.
Sad reality is auto melee is super broken over powered. Chainsaws went from useless to godly.
Because they are all still considered melee they all get painted with the same brush. Any changes to combat the poor implementation of auto melee impact swing melee harshly.
Swing melee went from broken over powered with buff stacking to it's mediocre state too.
Poor design decisions from the start have lead to the current situation, with the current devs in a bad position to really do anything about it, they just don't have the knowledge they need.
So... ah... you join the meta (as the raid has shown) or you get left behind without any real hope on the horizon.
And stagger is such a problem for non-PA users that I'm actually upset with Bethesda for giving ghouls such an OP perk card to negate it. All of those OP cards make ghouls look like some clown superheros from marvel imo and they had to give up nothing for it just some QoL cards about hunger and rads big woop. Melee ghouls are going to sh*t all over human melee users to the point there will be no point and I'll probably quit 76 over it.

'They' know... It's why the raid was designed as it was (but failed to stop it anyway...).
It's a core gripe I have with Bethesda. They tackle symptoms all the time but not the underlying causes of the 'disease'.
In this case swing melee has been getting worse over time because auto melee is too powerful. The solution is simple, nerf auto melee (but they probably won't because they offered it as a paid option...).
That leads to another problem of money getting in the way of good balancing. Since that is a main consideration I see little real hope of swing melee ever getting the attention it needs.
What Bethesda should do is seperate swing and auto, balance them separately instead of having their fates tied together.
Electro enforcer rare? Demand for the plans is almost stagnant. I've got several if you're interested.
120,000+ damage melee hits are doable in the pts with the ghoul builds

Those shambling decrepit things practically falling apart are now magically superman with muscles of steel and can leap tall buildings.
It's going to be absolute clown world for a while and gate keeping "viable" melee behind ghouls is going to be some bad PR for Bethesda.
