It used to be a lot better with Hack and Slash as it used to hit your target for a double hit (kinda life a melee 'crit'). But now the target doesn't take any damage from it, just those nearby.
For auto melee it'll drain your AP too quickly without consumable spam.
sry to hijack but im playing melee myself atm and i wanted to ask, does second star 40% more power attack damage enhance melee in vats?
Yes, but only while sprinting. A standard VATS hit isn't a power attack and there is no way to power attack in VATS (outside of auto melees default power attack).
Before a few patches ago a standard attack while sprinting was a power attack. That changed due to a bug with auto melee, effectively screwing over anyone using swing melee.
Now to power attack during a sprint you need to press the power attack button or use that VATS teleport. The VATS teleport is nice for hack and slash but as someone else mentioned it won't hit limbs like self aiming can for headshots with a double multiplactive bonus.
