Is getting a full set of 1 star regenerating worth it?
i know overeats is the best but i want to know the healing rate

No, for the reason that i believe it only heals when not in combat. Meaning it won't really give you a defense boost

This. It's fairly similar to the healing factor mutation.

If you want in combat healing your options are Solar Armour (Bought after Vault 79 heist) and vampire weapons.

Next update Ghouls will have a few options to heal in combat with perks.
Indeed, I have a set of Solar Armor with Regenerating on all pieces and you don't even notice it because it doesn't work in combat, just heals you back up after combat. There is a 4star mod that adds +1 HP a second in combat and out, so stacking that on all pieces of Solar Armor = +9 HP a second at all times.

Another 4star mod is supposed to(?) give +1 HP and AP per second to yourself and allies in a radius, but it's currently bugged and giving +5 HP and AP a second per piece. It will definitely be fixed in the Ghoul update so I wouldn't bother with it now, in case they hotfix it earlier.

But in theory that 4star is the better of the two for HP regen even when fixed, since it gives AP as well at the same rate; the better of the two may be locked to PA only however.

The best in-combat health regen is food. That's why overeaters is even better than what most people think. It synergizes with so much stuff.

I go with modding weapons and perks to give me the most DPM and armor that give me the best against damage. My idea is the faster you can kill an enemy the least time it has to hurt you. One other item, if you are a P A user there is a legendary perk card that causes you to be healed when attacked by energy weapons plus will recharge your core with up to a 20% chance depending on what level it has.

The effect only works outside of combat. If you want something that'll keep you healed during combat use Vampire's on a high ROF weapon. I put Vamps on a shredding minigun and I'm mostly unkillable so long as I have AP.
