True but no limit on the number of treasury notes, or at least not that I am aware of, though the exchange rate of 400 gold a day can be a pain.
No vendors "normally" take them. They only show up when you interact with the gold press machines to convert them into bullion.
Switch to the "inventory" tab when you open the gold machine, the treasury notes should show up.
