That would be my first move.

You'd probably have to go through it again but it might solve the issue as learning plans is important for 'purveyor rolls' on gear rewards.

both versions have same stats.
and i was max level with anything but the interior decorator so idk what reqs are to see it
I assume you mean you can get a copy of the plan from the ghoul ammo vendor at the blue ridge caravan. Ill have to check that, I got tired of the "Stare at a Brahmins ass" quest so I haven't been down there in forever and didn't check if Theo had anything.
Vendor Theo did indeed have the plan all along and I was able to buy it.
So, in this case, asking here was the solution and support was useless.
