do they not spawn after a certain level?
I never see them anymore and need meat for a quest

Go to the forest area they hang out there.
I built my camp between 2 radstag spawns.
There is a permanent spawn north of Grafton.

Yep, 90% of the time when they say kill 5 or 10 Radstags they will spawn in as either fireflies or Beavers out there. Been that way for almost 2 years now. I think the Devs are laughing about that one. I have several camps that have Radstags spawn all the time-running all over my camps, in my buildings, stuck in my floor, on work benches-when this comes up, they are all fireflies running around.

I done a lot of operation tidy quests for possum badges, and I don't fast travel, whenever it tells me to go to Grafton just on top of the hill if you go from the water tower close to town, there always were radstags there for me. Dunno about the challenge, I always reroll it if it's about killing radstags.

They spawn across the road from the Green County Lodge, just north of Flatwoods.

If something else is there, server hop until you get Radstags.

I noticed the same thing the last two times players had to bag 5 radstags. I had to go further up north to find a herd for both my characters instead of the usual places which had beavers, fireflies or squirrels.

Snallygasters are often replaced with radscorpions. It can be time-consuming to find a server with the critter you need which is Bethesda's strategy.

Yep, Toxic Valley have many spawns for animals.

Server hops and you will find what you search.
Bethesda moved the permanent spawn of that herd from Toxic Valley to just north of the Seneca Rocks Visitor Center. from spawn point, go north, then curl to the left skirting the base of the cliff. the herd now spawns across that valley, some up the left incline, some on the other side, a few may be a little below in a hollow to the right of the main herd's spawns. VATS is helpful in finding them. normally a dozen or so.

As far as Rad-stags go I don't seem to have to much problem running across them in the wooded areas. However since the December "Christmas Present" (The update) My camp has been over run with Rad-stags as well as scorches and mole rats. The this is they don't wander up, they instantly appear especially inside my "house" with the door closed and start tearing things up. After killing them the corpses lay around for an hour, on items like work benches or furniture and sometimes "buried" half way in the graphics of the item.
