I'm not looking to trade so there's no scam possible.
If they put the mods on their vendor at my offered price I'll be glad to throw some caps their way. They get the caps they need and It saves on server hopping for me.
I saw on the pts they recently upped the exchange rate which will presumably go live on the 18th.

I mean its because you want legendary mods uber cheap and we all know it
It doesn't matter what I want. I'm here to help people get the caps they need.
When I go to spend down max caps, I'll buy peoples boxes if they are ridiculously cheap or if I don't know the mod, again in the future you will have chance to learn the mod from the scrap. I think most people do this but there are those who do this on an "industrial" scale. These people playing "Fallout Tycoon" and building their little empires of dirt have a deleterious effect on the game and the environment for any "casual" players.
Not in reference to the OP because I don't know them or who they are in game but I've had some interactions with these "traveling merchant" types and I've stopped selling box mods as a result. If you are listing box mods cheap as a "service" to your fellow players they probably aren't getting any benefit because people are swooping by to grab your stock and relist it at 2-5x the price. When you see these people buy your stuff everyday look for their camp because you will find out that is what is going on.
When you see someone with several hundreds of mods available at not insignificant prices, 10k for AA, 20k for Bloodied, etc., you have to wonder about the mechanics of how they are "staying open". With an inventory like this, you can be max capped very easily. I've been maxxed a few times, just selling mostly low end stuff with few things over 5k. Do you imagine these people with the truly massive and overpriced inventories are just sitting there watching their vendor for hours? No, they obviously have some sort of Mod that sets a circuit-breaker and drops them out of world when it hits. I don't even have to research if such a thing does exist, its obvious that is the only way these CAMPS with huge inventories can sit in world.
Turning a blind eye to these little "cheats" of the game mechanics has bad effects because this is in fact what allows this situation to exist. If they had to manage their stock and vendor like a normal player they would not be able operate in this manner and thus they would not be running the servers snatching up every bargain box they could find.
Some solace is to be found in that the upcoming changes should tamp down on these box mod empires. If someone buys my box I put out and marks it up, I can't really just flood the market with more and cheaper ones because I don't want to go sit and listen to the morbid and tragic tale of little Ronny to earn more modules to make them. If I can scrap a bad 3 star for modules then I can make a bunch of one stars and let these resellers choke on their overpriced inventory.

Of the 1200ish mods I have on me now
The 250ish garbage ones are in my vendor (at 40k, and the vendor is blocked off)
This serves as the true trap camp
Players go oh look a piece of candy and fast travel to my abode
They then get to look around for a bit before descending to the middle stratum where my vendor is
At this one they don't notice it but get to look around at my glorious mask collection
They then meander more to the bottom level, often taking a swim to see if its hidden in the water
Truth is I've got a GIANT X above the vendor and a very obvious path to it that you see when you spawn in the camp (unless of course someone else is there then it bumps the spawn point to more random)
