There is Damage Reduction (DR), Energy Reduction (ER) and Radiation Reduction (RR)
Over all BoS Recon has the best DR, but only 237 ER and RR respectively.
SS has the most ER and RR. This also includes having the Buttressed mod.

All three of mine are non-PA users except for the "Load Bearing" Event.

I'm no fan of Aristocrats b/c eventually you'll be near or at max caps. Spending to under a certain amount makes effectiveness unstable.
Overeaters might be the best b/c it's far easier to keep those meters full and the max benefit from that 1 star.

Just remember that past 300-350, u get such drastic diminished returns from damage resistance and at that point, it is better to look for damage reduction and/or pure evasive types of defense (Damage resistance is the hard numbers u see in stats, damage reduction is stuff like overeaters effect, or anti(Species) style gear that is a flat % reduced damage)
But there's more. To be 'tanky' in this game is really just about being healthy, nothing else. With Solar you take damage but it is reduced because you instantly heal (over 60%) part of that back.
ER is a fairly pointless stat because you don't face too many energy weapon opponents. After BGS added in and stuffed up Electric Absorption with healing they removed energy opponents from most 'end game' activities. None in The Pitt and none in Atlantic City.
Solar is light for more evasion, 100% damage avoidance. You just pay for upgrades with MODUS. Upcoming perk card changes mean DR isn't an issue either.
I'll try to keep this *kinda* short and sweet:
If you had every life and armor perk available.....
In terms of overall damage reduction (ballistic, energy, % damage reduction), power armor would be superior since it has an inherit 7% overall damage reduction and 15% radiation damage reduction per piece of power armor. Applies to ALL PA.
Now, in terms of damage avoidance (deflect and evasion), secret service is superior since the perk cards that give Deflect and Evasion cannot be used in power armor. (Serendipity and Evasion)
If you compared overall armor for both SS and PA, PA is *slightly* higher, but you want % damage reduction, not just armor. This is where overeater's, sentinel's and a few other perk cards come in.
Overeater's legendary mod is superior for both power armor and secret service. It provides a nice 30% damage reduction while well-fed, if you have it on all armor pieces.
BUT to answer your question, solar armor is basically just scout armor. It won't keep you alive and the regen isn't that great.
My suggestion:
If you "hate" PA, use secret service armor with the legendary mods Overeater's, Endurance, Sentinels. Sawbones is a decent 4 star, if you have them. I used this set with a Holy Fire and could easily tank the full force of the raid's first boss.
Brotherhood Recon for looks.
Secret Security for performance.
I don't bother with Solar.
and before all that I used a set of ultralight forest scout for a zoomy speed build.
A lot of the items and gear look like crap. Make sure to find some Apparel that looks good to cover it up.
The SS Underarmor with Shielded Lining offers the best permanent stat boots when equipped.
Buttressed on all the Armor pieces is the max armor mod.

So... you say the Solar healing is crap but then suggest Sawbones... But then use a vampire weapon anyway...
Sorry, your advice is terrible.
My character in Solar Armour, a shotgun character, is far far 'tankier' than my Recon, Civic, Thorn and yeah even PA character because of the healing without resorting to a gimmick vampire weapon.
Not only that if you want extra healing Solar has no radiation resistance. You can use the Ghoulish perk or for ghouls their inbuilt radiation healing. This works vs many melee opponents as they have radioactive attacks.
Solar Armour is overlooked by many, I even overlooked it as I preferred stimpack healing. But after actually using it, it is great full health tanky armour.
