Okay for anyone wondering how to do this quest, it's not the usual M for map then T for photomode. You have to select the camera as a weapon, right-click to aim it and then left-click to take a photo with the special camera you get for the quest.

To do that quest you need to equip the dead tourists camera and take a picture using that.
Put a ProSnap Deluxe camera in the weapon slot and shoot with the targets name displayed in the viewfinder.
There is more than one way to acquire the camera and repair it before use. It also requires film that you can craft.

There is only one dead tourist per server.
The easiest way to find them is by building the free "My Personal Terminal" and selecting the "Suspicious Person" option, which will mark the location on the map.
