0.05% chance from nuclear keycard cargo bots, government aid drops, and the drop from the airport (which IMO is best as you can loot multiple often and everyone gets a unique chance at it)

? low chance from turning in technical data

it is an awesome gun for sure

Easily the highest DPS RANGED weapon in the game (auto axe is beyond broken with the pounders 4* I've hit the robot for over 6000 damage a tick so 30,000+ dps)

Add in

Vulcan
Vats Matrix overlay
Gimbled Bracers

and you have +40% to your vats accuracy and a literal beam straight attack outside of vats

Plans are any government aid drop (or Nuke card drop) box, a few sources. Odds of getting a plan are terrible, I've done about 150 Aid drop calls and not got a single plan yet.

The loose mods can be randomly sold by the two Watoga vendors (Train station + the vendor bot north), as well as the Mire(?) train station. The same vendors that can sell Enclave Plasma Gun loose mods.

You will most likely have a bit of company with players doing the rounds of berkeley springs train station and the two Watoga vendors looking for mod boxes then server hopping and doing it again.
You might also find loose mods laying around in those areas and get them for doing Cop a Squatter. I've done the vendors a few times and got a few and also found one in my inventory that I didn't notice getting. I haven't found the anti armor one yet.
There is also a rumour that if you have the Brotherhood camp ally at your camp in the savage divide, Mire or bog areas he will have a chance to offer a plan. I don't know if that is true or not.

Edit:
My lower level character has had the gun drop as loot but it didn't know the plan for the gun but I presumed you need to learn the gun plan before the mod plans will drop so it went and bought the plan but got sick of shooting down cargo-bots and bored with vendor hopping.

It's 0.5%, not 0.05%.

You can also find them in the world if you know where to look and RNGesus is on your side.

Yeah datamines have said both either way the drops terrible

The best farm is to just server hop the airport up north for collision course which often has 3-4 already dropped and lets people check multiple for the plan (even if you just hop as every one of those is an individual drop chance instead of nuke cargo bots that are a world container or the vendors who also are)
