Do "Eviction Notice" & "Moonshine Jamboree" Earn Reputation.
Do, the Wasteland Quests, For both Foundation and Crater. Do both until you it warns you that you will lock yourself into one or the other, then finish up to, the decision point with the other faction.
Pick one. Raid Vault 79. Work up any lost reputation with each faction, then, Buy what Minerva does not sell. Use Caps, to buy Bullion for the Wayward 2nd floor, vendor once a week. Arrow down for, 300 max bullion, 6000 Caps.

Sure, it has the highest numbers of all PA but there is more to the equation than pure numbers.
Hellcat which is free from the BoS quests has reduced ballistic damage, and Union via stamps has carry weight and poison resistance. Both far better options to spend your resources on.
Let's take an example from my efforts to try solo the raid Guardian. In Union with 2 parts troubleshooters I couldn't do it, was taking too much damage. Swapped in two T-45 troubleshooters legs and could cheese it fine (a full 5 parts would be ideal).
In that example the legendary effects completely outweighs the armour type. Perks help too (ricochet and bullet shield).
My T-65 is parked in a display and that's where it'll stay as a reminder of how much a waste of time it was to make...
