selling lighter items is the way to go
For instance my highest value outfit available on my lower character is the Vault 63 Riot Control outfit that requires leather, plastic, rubber and steel (junk I tend to throw away not having Fallout 1st) and has an indicative value of 300 caps but sells to an NPC vendor for circa 50 caps.
You may have noticed that vendors on public servers sometimes have for sale multiple outfits like the Treasure Hunter and so on because some players sell "vendor outfits" to them.
