If you don't want your vendors to sell stuff, you have to remove them from the camp.
I've been playing for a year now and never come across this situation. I thought It might have something to do with being a best build camp. They might be testing vendors working in best build camps even when not powered and forgot to put it in the patch notes.
I plan on doing this if Bethesda ever brings out double sided interior walls that we can wallpaper each side individually. I can free up a lot of camp budget knocking down my interior walls and replacing the gliched walls and can use some of those walls to build me a vendor room that I can lock down.
Delete them all except for one and then store it in build mode. This will keep all your items in the vendor so when you place it again it is all ready to go and you don't need to add all your items again.
Store them.
It didn't take me long to work out that to stop trading you need to store it.
What I have done since is store all the player vendors except one at a particular better located CAMP.
When I want to trade I switch to that CAMP.
I use to fly across the wasteland buying npc vendor plans but there aren't anymore left! Even cleaned out whitespring.
