Problem is, if they didn’t do the last choreboard it’s a nasty grind. Not that T65 isn’t a grind as well. But there are much more opportunities to get bullion than stamps.
All power Armors give 7% Damage Reduction per piece (not the Helmet), 42% in total.
Angry Turtle has a video where he compares level 15 Raider PA vs a lvl 50 high tier PA, getting shot by Supermutants it seems he takes ~ 20% more damage in the Raider PA.
So the real difference between high tier PAs is very small.
For daily life Exacavtor with 100lbs carry-capacity (full set) might be more helpful, especialy in regard to availability because it can be traded
Union PA gives +75lbs but 150 poison resistance (full set) wich can be very valuble; not tradeable and must now purchased for 1000 stamps by Guiseppe :(
(8-10 stamps per succesfull Expedition)
Hellfire PA gives -2% ballistic damge per piece (not Helmet) wich is golden but only needed for pvp.
So T-65: still a top PA but there might be better choices depending on your preferences.
Hellcat is acquired from the brotherhood questline, the second part, but mods are from Regs which requires unlocking the gold vault.
T-65 and it's mods are acquired from Regs, so again, you have to unlock the gold vault and then grind a lot of gold to get all the pieces. Minerva is a possible alternative way to acquire the plans
If you missed them from the last season, Union is a hellacious grind now. Plans and mods are all bought with stamps earned from expeditions. You get one random "free" plan a week, but it's still going to be a grind
X-01 and Ultracite armor plans are both acquired for free from doing the main storyline quests. Mods for the X-01 can be bought from the bunker (but I don't think you can buy the plans for the mods, it's been a while, I forget). Ultracite mod plans drop from the SBQ and scorchbeasts (rarely, I think). You can find most on player vendors, but some are INCREDIBLY RARE, such as the calibrated shocks.
Strangler Heart is a "modified" Ultracite armor and uses the same plans, with the same issue of rarity for some of the good ones. The plans for the armor itself can be bought from Regs in the gold vault, or sometimes from Minerva.
Excavator plans are free from a quest and mods are available on a couple of vendors,
Raider, T-45, T-51, and T-60 plans used to be rather rare but are available from more events now so aren't quite as scarce. It's still easier to just hunt the pieces you need than to find the plans though. Mod plans are available at various vendors.
So for me, the best/easiest to acquire/easiest to modify is Hellcat, hands down...
Hellcat has % damage reduction. Its better than other options for both PvE and PvP
that said, pvp any PA will make you invulnerable so carry weight is often preferred
Reason: Vines. That's it, vines.
Only issue is there are different versions depending on when they were acquired. Some will retain the vines when changing the skin, others the vines disappear.
I think new ones remove the vines and only Vault raid and early Purveyor crafted ones retain. If you have the vines you can be an ancient warrior.
Its for what i ask if i buy the t-65 plans or i take mods for the hellcat.
And i dont understand why some people say Strangler Heart maybe for the look / skins.
Hellcat is a bit better than T-65 due to "Savage Strike" in Decryption daily ops bypassing armor.
Fallout 76 are really easy.
But i have the gold for one better armor i just dont know wich one i will take.
