Definitely get it from Minerva for the discount. Do the vault raid and open the vault so you can get the mods from Regs as soon as you can, as waiting for them to rotate with Minerva can take a while sometimes. Or if you miss them then you have to wait anyway.

It is a great set of armour. Well worth getting.

But discount will be in specific days only yes? One part of armor 1000 bullion rn. But wiki says it will be 750 with discount

Better to get what you can from her when she has it. Depends how soon you need it and when you can use it. Careful and make sure it is the Secrete Service. Start with Chest and if you can afford it get jetpack next and then Shielded mod. She has the shielded mod allot from time to time cheap. I'm working on 3 new toons to get there's, so not much of a hurry but they all have the chest piece. Even without mods you can still add Legendary 3 stars to it and it is very high Armor. Less to buy after you do the vault raid.

Doing the vault raid you can end up with another 1000 bullion. So that's something to consider.

PSA: Whatever you do, don't waste the bullion on the helmet. It is only cosmetic and doesn't have any armor functions at all.

Everything Minerva sells is discounted compared to its normal price. So buying from her when she has the things you are after in her rotation is smart.

However having the vault raid done to not only get the extra bullion but also to have full access to everything Regs has when you need it is also a good idea.

If you do not have the bullion to buy everything now then i would get the most expensive pieces now and get rest of the pieces and mod plans from Regs or Minerva later.

As BizarreMan says do not buy the helmet unless you want the complete set for completionist purposes. You do not need it for legendary perks that require a full set of armour and it does not do anything beneficial that other free head wear items already do.

Yes I thought it was odd as I was only there a couple days ago and she did not have secret service armour only covert scout. Too quick for her to switch to a new inventory.
