For the first star, you have a few options. Furious and Bloodied are top damage dealers, depending on your build. Vampire's gives up damage in exchange for crazy amounts of healing, but that isn't advisable on a ghoul. Anti-Armor is effective, but not as good as other legendary mods.
For the second star, Heavy Hitter's gives a nice 40% bonus to power attack damage. All attacks with it count as heavy attacks.
The third star also only has one useful mod, which is Strength.
If you manage to get Pounder's for the fourth star, it will deal a lot more damage.
** Heavy Hitters (40% extra damage, as every attack is power)
*** Strength (15% extra damage [IIRC], 15 carry weight)
**** Pounder’s - more stacking of the furious
As for the weapon
I like the asthetic of electrified but min/max en06
Poisoned is 0.5% better than electrified
Looking up mods for it... Turbo might be great but I've never used it (200% attack speed) would ramp furious/pounder's far quicker, but the loss of damage probably makes it worse
But you can add on loose legendary mods to things very cheaply
Furious is currently popular, but their is a cheap easy to mass craft furious weapon
Face breaker will be a 3* that gives furious, power attack, strength allowing you 3 shots at 1.5% for the loose mods and 3 shots at 1% for the plans
probably your best bang for the buck
Otherwise just look at player vendors or ask high level ones if they are willing to help or give you the mods
You won't be given a pounders, but the others aren't particularly valuable
Turbos no good because it does nothing useful, just speeds up the 'ready' animation.
Besides... a turbo on a 2 stroke engine? No... (Looks nice mounted on a wall as it'll spin).
I did wonder about that since 40% faster attack doesn't do anything other than that
but was like why would they put it on if its totally useless :P probably why I didn't go with it
2nd star always without any other option, not even a close match, heavy hitters.
3rd is weightless(or lightweight, forgot, -90% weight one) and 2nd best is str. Reason is cuz with the -90% one your ap cost is VASTLY reduced. So much so that without it u may run the axe for lets say 10 seconds max with basic ap, 14 or so with boosted from food/perks, but WITH the mod u will run it for 18 sec (no ap boost) to a whole 28 seconds (with any ap boost foods) and with ANY ap regen (IE coffee, nuka cola, etc) u can run it indefinably as long as the ap regen food lasts. Is absolutely priceless ability to have during boss fights, or when swamped by much weenie.
+3 str is a decent choice if you can't get lightweight(or weightless... again, forgot which lol) cuz 15% extra dmg is great, BUT remember auto axe (all auto melee) typically hit for tiny numbers so often enough 15% added won't really wow you. The tradeoff for your shorter use time is not worth imo(spend much more time waiting for ap replenish unless you guzzle quantums)
for 4th star, pounders is still hands down best pick, but the others can work quite well too (ie the poisoning one with poison mod on axe, which isn't TOO much less than electrical, but with it, u do silly damage. Same with the crippling one, when u cripple an enemy limb, which is very easy with automelee, u will see a huge jump in damage.)
Also when modding the base axe, if u do not have a poisoners 4th star, electrified is the best. the game has some funkduggery about electricity damage(it is NOT counted as physical OR energy, and even though a tiny portion of the damage is electrical, it allows the entire dmg of the axe to bypass certain resists, allowing it to do MUCH higher damage than it should -- but even though its NOT 'energy damage' when it comes to resists, science perks DO work to increase damage with it.)
