Placement of that would require the stairs to be offset to either side of the tile, instead of centered. It is entirely possible to do that, last time I checked. There are several tutorials on YouTube. Search for "Fallout 76 flush staircase".
This also limits your ability to place floor tiles on the upper floors. Placing a floor tile requires at least one floor tile snapped to the top of a staircase somewhere on that level. So you either have to build your upper floors using roofs, or build another "legit" staircase somewhere else in your base.
You cannot stack stairs on one foundation, but there is the stackable foundation that takes 2 squares and can be stacked at least 7 high, depending on where your camp device is placed.
Be warned, it takes a lot of FU’s to stack.
If you had the wall mounted ramps from a previous season, then sorta. The ramps attach to walls but are finicky.
