Wish there was a way to deny ghoulification
I get that you can say no to the procedure but I have Zero interest in turning my main character into one and it's frustrating that a light "Not right now" is the closest I can get to a firm "Never gonna happen". It very much feels like Bethesda expected people to be way more open to being a Ghoul. I know you can reverse it later but the role playing opportunity to cut off the whole thing without a "Whoops, do over time!" would have been nice.

Could just ignore that Quest / Mission from the start & never do it untill YOU YOURSELF ever decide to turn into a Ghoul, i for one will never do that mission / quest, cause i don't want o play an Ugly character in the first place.

So Simple solution would be to never undergo the process & at the same time, i would not have the need to complain later cause of it. So if the player never does the mission then there will be no reason to complain later right ?

OR you can have Multiple characters to play, One would be the Main & the other would be the Ghoul or what ever other future Race comes out, & by this i mean that if Bethesda ever get the idea of adding the Supermutant Rule or to play as a Fallen Ghoul just like they are doing with the Ghoul this time.

I for one will always play as a Normal Human & not something Ugly.

Where's the option to reveal you work for the Brotherhood/Enclave and proceed to execute the muties?

So don't turn your main character into a ghoul, then. I simply made a new character, spent some store coins and made it level 50, did the simple - and very quick - mission and all that took maybe 20 or 30 minutes. The coins were just sitting there, so I put them towards a bit of fun with my new ghoul. Damn tough character, I have to say!

That's why you use the 1000 atom option to 'force' your decision.

Ghoul up to remove the quest, menu option back to 'human', use the disincentive of the atoms to cement your choice.

Roleplaying isn't really a thing as you are always just following the story set out by Bethesda. You can only make the decisions they want you to make.
To complete the questline you must ghoulify. If you get bored of talking to the Radiant Hills guys then revert. If you wish to Ghoul again it's 1000 atoms.

DO NOT UNDER ANY CIRCUMSTANCES DIRECTLY BUY ATOMS.

Atoms can be earned from account challenges, as Season rewards. If you are a "free to play" player who does not buy Atoms or become Fallout 1st subscriber, you should have more than enough Atoms to be able to re-revert into a Ghoul down the line, just by what the game gives you.

Sadly, Bethesda being Bethesda, they will lock certain things in the game (in future no doubt) to having done this quest or not. I agree with OP, should def be a way to finish the quest with a flat, hard line 'no thanks, but I'll still help you!' response. And from what I see of the story, that does NOT seem like a deal breaker to finishing the story beyond the 'limiting' dialog choice.

I have seen it before with the bos storyline, but in that they actually let you 'fake it' and continue to be anti-bos the whole story though. I do not see (and this even makes less sense) why u can't flat refuse and carry on quest. (Unless I am missing something where it means u HAVE to be a ghoul to finish, none of the guides show anything that would be specific to being a ghoul or not to get though it and STILL help them)

My main isn't doing the quest.
The char I made for becoming a Ghoul did. Made it in Q4 last year and hit 50 fast.
just a smoothskin racist

Role playing? In '76????

I guess it was easier to just make it so people have to say "not now" versus giving an option to never do it, and then having to deal with people who decided they DO want to ghoul. I dunno.
