It is a better system but requires you to at a workbench scrap lots of items with the effects you want to learn. You will get either a mod box with the effect or learn the plan to craft it for yourself. Mod boxes are a 1 time use same as all mod boxes and the tinkers bench will have new sections for legendary mod crafting as you unlock them.
Weapons and armour you legendary mod yourself though is locked to that character and cannot be dropped traded or sold.
If you make a non legendary item you can still apply 3 random effects to it. Also a 1 star or 2 star you can add stars to it without losing the ones already on it which is a huge improvement. You just cannot re roll an item already that is already 3 stars over and over like before.

So OLD system STILL exists for those people who just freaking LOOOOOOVE to spend tons and tons and tons of resources, time, and sanity rolling random rather than spend a day (or less) and just plug in the 3 mods u want. But hey, u do you.
Jesus the amount of legendaries iv scrapped has way outstripped the amount of materials I used getting a full set of overeater and full set of unyielding SS armor combined, probably months of experiementing with weapon rerolls too for good measure. Sure you can make the weapon you want (when applicable, annoyed still I cant change most named weapons) but you require a huge amount of preperation (and luck).
The boxes are tradeable so if you have friends that have a box with the legendary effect that you want they can give it to you or you can trade with strangers.
After a while you get so many that the stash becomes overloaded so they made it so you can scrap them for legendary modules or a chance to learn the recipe if you don't already know it.

If all you care about is the first star, the odds of getting that star are better than the odds of scrapping. Doing the random rolls makes sense for that.
If you desire specific mods in each star, the odds go down, a lot. For a 3-star weapon, the odds are 1 in 25 * 9 * 16, which is 1 in 3,600 rolls will be "perfect". Assuming you grind 8 hours per day, you can potentially get 150 modules per day. At 15 modules per reroll, it will take 360 days, on average, to get one perfect weapon. That's a full year under the old system and it doesn't include rolling armor or a second weapon.
Under the new system, maybe you get lucky and roll a star the way you want. The other two stars, you can trade for.
As many have stated:
1. Any non-Legendary can be rolled as a Legendary. It's cost effective to do it from nothing to 3 Star at 15 b/c it the same cost regardless if it has zero, 1, or 2 effects.
2. Effects fit on armor, weapons, and PA respectively.
3. There's a list online that says which can go on what.
*I use a Spreadsheet to track each character's gear.
Keep spaces in between each piece and BOLD the effect I want in each Tier place.
You can tailor your gear however you want with Box mods but when you do, that item can ONLY be scrapped for parts.
Like many, I remember spending thousands of Script at Murghlmurgly thing.
At least with it, you can get pieces you want, some luck with RNG, and change which effects you want.
Now, if you learn the plan, or get a box mode, you can modify your armor, or weapon to your specification. You just can't trade it.
Never got a good Level armor for Unyielding after 5 years. Lots of Light Leather & Light Raider armor, often below level. Still have yet to learn Unyielding, never got good rolls for that but for light armor. Now, I can scrap that light leather armor, and learn the mod, and modify the armor. But, still have to learn the mod. I got lucky with Overeaters. But, have yet to get another "Kabloom" to Scrap, have not had any weapons drop form, "Safe and Sound". "It just works", so good luck with anti-armor.

Ask around, offer trades, even just request a kind player to help out. IS plenty out there. U want specific mods, make a request, isn't like it takes more than a few moments of typing and a tiny bit of respect/politeness.
Like i said though multiple times, with no help (Other than some vender visits) I was able to get 2 stark fresh accounts to lv 50+ in full solar/thorn with god-roll weapons/gear. Just run though the gold storyline, take ALL the gold at the end, and poof got more than plenty enough to buy a full set of armor plans, a few visits to player venders results in a full set of unyeilding/overeats+thuhikers/arms keeper, +str on all 5 peices (fire resist on unyeilding) and 5 perfect weapons for bloody user, 2 for the overeaters. One week. Less than 7 full days. Start from nublet ejected from vault.
Quit the complaining and 'oh waaah mee' and actually try.
The above results would take an well established player (And NOT exaggerating) YEARS and YEARS of constant seeking via venders, gambling at the crafting bench, and praying to RNGesus (Or selling soul to Lootcifer) And even THAT, I don't think u could manage.(I barely was able to craft a SINGLE set of god roll armor and ONE weapon in all the time I played, from beta to when legendary items dropped, then A SINGLE DAMN DAY after I had full godroll everything.)
