Does it count if you do it in a private world?
Where do you farm soap for dailly /weekly chalanges?

Dailies and weeklies on a private server all of them do yes. It's no different than a public server.
Most can be done on a custom server also.

For soap fast travel to River Gorge Bridge North then run down the hill to the South. There is a transmission line tower down there (to the SW from the "86B" marking on the map. At its base is a bathtub with skeleton and about 20 soaps. Best to do it on private to ensure there is actually soap when you arrive. Once the hour rolls over and the new dailies spool up, people will be fast traveling here and taking all the soap right away. No matter if its only like collect 5 or so, they will take everyone of them. Every Single Time.

Do you know about the loot list and loot resetting?

There are ways to get loot on public servers that you yourself can control.
