Each has around 7 or 8 strength variety except for the new character that hasn't got around to doing much questing so doesn't have the opportunity to find very many.
My newest character (made after the update) has found one. Though I can't tell you were I found it, as I don't remember. There are a lot of bobbleheads, and which one spawns in a location is random.

Which one spawns in a location is random with the exception of at least 2 Skyline Valley locations. There, a Leader Bobblehead always spawns at the trading post and a Sneak always spawns at Makeout Point(Car icon on map).
With all the random locations they do not always spawn one every time you go there. It is hit and miss as to if one spawns and which one will be there when one does spawn.
After you pick up Any bobblehead at a location, no new one will spawn there again until you pick up a minimum of 240+ loose objects around the wasteland. Junk, Chems, Food, Weapons, anything that is not static and can be picked up counts. Once you have collected the 240+ loose items, Bobbleheads in locations you have collected one from will begin to(Possibly) spawn there again within about 1 hour.
*IMO, loose items collected from interior cells(indoors) Might not count towards the 240+ needed.
**The same 240+ rule applies to junk re-spawning in locations where you have collected some from.
Edit; And yes, if you are not on a private server another player may have found the bobblehead before you got there. Decreasing the chance of you finding one in the same location.
Many players sell bobbleheads from their vending machines. That might be a faster way to find a Strength one. When you hover your cursor over a player's vending Camp on the map, Bobbleheads list under misc. items even though they are an aid item when in your inventory.
EDIT 2: For those that don't know yet, with the Ghoul update we now have the possibility of finding Glowing Bobbleheads. I've found 2 so far.
Glowing Bobbleheads CAN'T be used to craft Legendary mods.
