The community calendar has the Big Bloom event on the 11th so the update that includes that will have to be then.
Having it as the first 2 weeks of the season should knock down raids a bit and XP grinding through the scoreboard.

Comes with downsides
Can't freely swap back and forth costs atoms to do so
Upsides
Massive melee damage (I mean raids and PvP will be even more broken with this)
Large ranged damage and accuracy
ABSURD health pool (unless some new content drops this will be the pvp only reason)
Downsides
You become a ghoul, functionally a zombie
You need new perks, a lot of them are garbage
You have to wear a disguise for all human areas
You lose access to some perks (which really would be bad for you to have)
You look like a baked potatoe that has been left by the dump in the searing heat to the point that even a crow wouldn't look twice at it
if you are in PA you don't worry about rads
if you aren't in PA rads are generally your friend
Because it costs Bethesda a lot of money and time to update the console versions. They likely won't double their costs by splitting the update.
You get 1 free return. That's why it'll be useful to have a dedicated character you don't have to worry about.
The big issue with paid ghoulification is that BGS control how useful it'll be. If players don't like it now but in the future they make changes that make it more useful... yeah...
