My guess is the 11th, or at least the very latest.

The community calendar has the Big Bloom event on the 11th so the update that includes that will have to be then.

Having it as the first 2 weeks of the season should knock down raids a bit and XP grinding through the scoreboard.

Upsides
Massive melee damage (I mean raids and PvP will be even more broken with this)
Large ranged damage and accuracy
ABSURD health pool (unless some new content drops this will be the pvp only reason)

Downsides
You become a ghoul, functionally a zombie
You need new perks, a lot of them are garbage
You have to wear a disguise for all human areas
You lose access to some perks (which really would be bad for you to have)
You look like a baked potatoe that has been left by the dump in the searing heat to the point that even a crow wouldn't look twice at it

Well this game is already a meme in Fallout universe, without difficulty or balance so it dosent matter, everything will die probably 0,3sec faster after buff season 20.
I saw the downsides which aren't to bad, the upsides are awesome, like no rads, and not needing to eat and drink are awesome. I can have my collectron collect stims for me to pop all the time. I'm already maxwed on factions so I won't need to visit, plus I'm fully covered in a costume as it is so... meh on that. I dont use the perks or legendaries made useless. In fact I can now swap out the legendary what radsd perk now for another special boosting ultimate. Win-win, all hail your ghoul overlords.

You already don't need to eat
if you are in PA you don't worry about rads
if you aren't in PA rads are generally your friend

Season 20 should just start this Tuesday, delay the ghoul/perk changes to the 11th if needed. Idk why people are conflating the Big Bloom with the release, there is no connection.

Because it costs Bethesda a lot of money and time to update the console versions. They likely won't double their costs by splitting the update.

I do need to eat, just not drink. And not everyone plays easy mode power armor crap builds. I actually use skill to win not power armor crutches. You be you I guess.

You get 1 free return. That's why it'll be useful to have a dedicated character you don't have to worry about.

The big issue with paid ghoulification is that BGS control how useful it'll be. If players don't like it now but in the future they make changes that make it more useful... yeah...

This is why gambling companies don't take bets that the public can influence, such as trains running on time. But this time the gambling company and the public are the same entity...
