The Vulcan Power armor, a reward from Raids, gives a setbonus of bonus fusioncore power and bonus AP.
They want you to play with a VATS Heavy Gunner build. Before that update almost all heavy guns were for manual aiming, they were horrible in VATS. Now they are VATS weapons too.
Probably not. Not going VATS means you cannot deal critical hits, which is a huge loss in damage. Especially when we had half a dozen of ways to increase critical hits. In my build, a 200 damage regular hit turns into a 800 damage critical hit. Calibrated capacitor/reciever Luck perkcards, Mutations, food and chem crit bonuses, crit buffing legendary effects.
It's too good to neglect.
If everyone is using VATS then they don't have to worry about broken hit occlusion, VATS ignores cover... They don't have to worry about hit reg, crits don't miss. They don't have to worry about OP players because everyone will be OP.
A janky game with a stapled on janky netcode... VATS eliminates many of the issues so there isn't as much to 'fix'.
