Is Fallout 76 fort defiance quest bugged?

So I get to the end of the quest turn the power on, through throwing the switch, drop down to the button and nothing happens. Am I missing something or is it bugged? (Finished all other steps in the quest.)

Someone else might have turned the power on before you. It is a public instance.

99% of all quests are bugged, just stick with it as bugtgesda will never be good at making 100% working games
