You will have to scrap perk cards, eventually for Legendary Perks points, so ... .
Good to know the game allows for enough flexibility to correct mistakes down the line.
Perk Cards you get more very time you level up so you can get any cards you need later on.
You need the points or cards to get more... eventually you can have them all
So swapping from a melee to heavy build early isn't painless but doing it at 1000 is easy
legendary perks are limited in changing too you can swap it twice every level (by sacrificing the levelup to perk coins and spending them) again eventually it doesn't matter
A min/max exp build IF you have friends helping you will have you at around 1250 in 2 hours currently (way up from before when it was about 800) they really did a few things to ramp up exp gain
Perk Cards you already have at whatever level are still there and can reset it here.
Levels 1-50 in Perk Cards chose are permanent as are any thereafter.
Trying to do everything or more things will result in a highly flawed character and will take longer to fix.
There are many types of builds which I suggest you learn about and find one main one to focus on.
