Pyromaniac is INSANE on holy fire and cremator. Pretty sure conductors is the best with high luck/AGI build.
Reflective is great for farming EN06 or other hard hitting bosses and PvP; most players will kill themselves shooting you.
Most of the PA-exclusive are hot garbage tbh.
Really bad ones:
1.) Electrician.
2.) HP regen (not rejuv)
3.) Battle-loader (wtf, why does this exist?)
4.) Propelling (pretty sure it's 100% useless with speed demon mut)
5.) Iceman - why does this exist?
6.) Tanky - Boy i LOVE standing still for a temp buff... OOF....
I think some of them were added as troll legendary effects.
Yea.. Look at the non 4star versions.
Each star has like ..3-4 maybe 'decent' ones (and if lucky 1-2 that are 'must haves') with a smattering of 'poo' tossed in to just dilute the pool. So people are focused on getting the few actually decent ones, have to suffer though the randomness of 'sorry, please try again' results.
Like I can see people going with tanky, meanwhile, the only first stars worth a ♥♥♥♥ for armor is over eaters or unyielding.
Pounders is working as intended, its just the autoaxe maxes it quite quickly with a high base dps
Pyromaniac / Vipers are both +50% additive damage... These are a DEBUFF to the enemy, so if you apply it all your teammates benefit which is a great bonus
Conductors and rejuve armour are great but mostly QoL for lazy non coffee chuggers
Reflective is 50% returned damage, a minor change in kill times to the robot. In PvP you can now reflect more than 100% of incoming melee damage, you can deal 500-5000 true damage to players instantly, and still ignore all elemental / energy / ballistic damage
PvP is still broken, they just made it so really only one build can win and it wins against everything... well 2 builds but one is so absurdly cheap that its not worth mentioning its just game over even 1 vs 23 on a full server of PvP players geared up perfectly once this strategy begins you can't lose
Aegis is a powerful teambuff, and since you mentioned PvP having aegis mule and 2x rejuve mule is the given strategy now (its lame but its what it is)
Tankys is an absurd 1000 to your armour which while heavily diminished turns the 99.998% ignored damage a PvP player takes into 99.999% which while it doesn't seem like much reduces half of the damage that is coming
Electricians is actually bork'en so broken that its borked...
Sawbones is garbage... they were like lets take an effect that we are adding, but make it worse... so much worse
Battleloader is actually awesome WITH quad blackpowder guns AS A GIGGLES move...
Propelling is indeed worthless
Iceman is also broken, but not nearly as much as others
One which increases Sprint and reduces AP cost max stack at 25% I think.
Another which does extra damage against weak points and they "explode".
Stablizer (I think) which greatly helps with recoil and ranged weapon control.
Both of mine are not geared for grouping so any group perks and effects are useless for me.
Both don't use P.A. so those effects are useless.
If you want, you can go on your Private server with "No Crafting Requirement" on and play around with all kinds of effect combos.
Sprint one still suffers from +20 speed cap so if you have speed demon its useless
The AP cost one doesn't play nice with other ap reduction things like vats optimized and is an extremely inefficient one
The weakpoints explode is a fun one but a weak overall effect
Recoil reduction (stabilizers) is alright if you freeaim but its basically gimbled bracers at the cost of a 4*
also i hope they put some aggro sistem to the game so the tank stuff can be more usefull
