Deleting the fallout76prefs.ini file appears to have solved my problem.
I'll continue testing to make sure. I just find it odd that a file that I never directly edited, could include some setting that would impact player movement in this way. Strange..

If I play FO76 in Borderless Window mode, my player movement is as expected and there is no unusual movement disruptions.
If I play FO76 in Fullscreen mode, my player movement will periodically freeze in game. The most consistent, repeatable, version of this involves running into the White Springs Mall and into the store with all the workbenches, and then stopping. At that point my player character can no longer move laterally in any direction. I can jump up and crouch down, but I cannot move otherwise. Sometimes I can unstick my player character by jumping up repeatedly, but my player character will simply freeze in another part of the store.
Obviously for me, I have to play my game in Borderless Window mode for the time being. I am curious if anyone else, with an NVIDIA GPU, has experienced this issue as well.
Expecting players to re-install for a simple bug sets a fairly excessive precedent likely to cause future visitors some unnecessary effort. I'd like to see if we can't find an easier solve for you
