the plan is 10% chance for one to drop, out of a pool of like 60 plans, but as you learn them they are removed (partially, three pools exist and once you learn a pool that whole pool is reinjected in)
The helmet itself is probably a 1/6 or 1/12 chance to drop
The reason we commit digital genocide against goblins is that they don't drop the loot we want the first time... Sometimes entire goblin villages need to be uprooted... sometimes you have to make a farm producing billions of goblins to go into the shredder to get what you want.
Which always make me question why we view our main characters as anything other than horrible monsters... In fallout we have a couple dozen humans, to help these we murder tens of thousands other humans, hundreds of thousands of sentient earth based biological life, hundreds of thousands of sentient artificial life, and tens of thousands of alien visitors
So, yes it is possible. It took me about quit a bit of full runs.
Why do helmets in this game matter so little? Most npcs don't wear them and it wouldn't matter if they did as they provide no protection. Just silly, but that's Fallout.
i got the helmet after more than 30 raids. all other parts several times.
I got multiple helmets and other parts but no Vulcan left arms dropped for a very long time.
Although the only armour plan I got initially was for a Vulcan left arm.
