Borderless windowed causes camera stuttering

Whenever I use the borderless windowed mode, the camera stutters noticeably when i look around, however this doesn't happen when inside interior cells. I am on windows 11 and have an rtx 3070 and ryzen 7 5800x so Ik its not a hardware issue baring the windows 11 part. I have tried messing around with game files to no luck. Also doesn't seem to be an issue caused by graphics settings.
