Hugo Stolz "Eye of the Storm" bug (SPOILERS)

My Hugo Stolz boss fight is bugged.

I just blew 5000+ .45 ammo, 50 grenades, and 150 stimpacks fighting him, but every time I down him, he heals to full. He healed to full over 20 times. After I downed him the third time, he switched to melee, but now he will not go down at all. I've been fighting him for 30 minutes nonstop.

I'm level 80, with a Fixer*** and a fancy shotgun. Now all my armor is broken, I'm completely out of ammo and all the scrap I've been hoarding for 80 levels is gone.

This is broken. I am done with this. I expect Bethesda to grant me quest completion.

Most of the fallout story is super easy, only when you get to brotherhood sheepsquash assultron, brotherhood story final boss, and Hugo are they difficult just because they eat so much damage. Hugo fight for me i had to leave, craft new ammo, and come back. Normal fight i think He only goes down 3 times. Then you choose to kill, capture, or side with him. If he is really bugged out for you, I would suggest trying to restart game, or repeatedly hop worlds. You can also team up with someone to help you finish Hugo off.
