The main builds are
Commando + Bloodied w/ unyielding regular armour (generally secret service for the jetpack) [variants also do heavy weapons, explosives, shotguns, pistols, etc]
Weapons generally are
Railway Rifle, Fixer, Handmade, grenade launcher, gauss shotgun, etc
Pros
+15 to SPeCIAL (not endurace) stats = massive perks including 45% more exp gain [carry weight, damage, accuracy, exp gain, scrap gain, faster crits, etc etc etc etc]
+synergies (145% more damage, -45% chance to get hit)
+max stealth even walking/running
is NEARLY unkillable (defensive perks and stuff renders you nearly immune to most damage)
absurd damage output
97-98.5% damage reduction from all sources
Massive carry weight potential
Can easily switch to being radiation immune (at a loss of the unyielding bonuses) by putting on a radiation/chinese stealth suit
Backpack with a free +3 perk attached
Cons
You stay at 5-20% max health
Extra radiation can be a pain
Poison is a weakness that can't be easily countered (you can sacrifice a legendary perk to do so but its such an uncommon damage type no one cares to)
Cryo is a weakness (as above, but almost no enemies actually use it its basically pvp)
Not really as viable a PvP build as full health
Less costumes that you can wear which look cool
Heavy weapons (generally - gatling guns/laser/plasma, miniguns, ultracite gatling) + power armour -- NOT for vats
Pros
Full health
98-99.8% damage reduction from all sources
Fall immunity
High radiation resistance (not immunity)
Environmental immunity (super super minor)
MOST of the cosmetic things tend to go towards PA users over regular ones
MOST PvP builds use PA, they are not QUITE as min/max as full health regular armour ones though (and pvp in this game is terrible)
Cons
Much, MUCH, MUCH lower damage potential
Much lower max carry weight
Loss of the +15 free stats, and all they bring to the table
Consumes power cores
IMO ugly interface
A good perk loadout but bad weapon won't help. For rifles/commando it's difficult not to go past The Fixer or Railway as they have low AP cost per shot which is halved with automatic receivers. More shots per AP bar means more crits which is a large DPS boost.
Legendary effects can make particular perks redundant, such as weight reduction perks. Mutations are almost always just positive dps increases that can become stronger in teams (strength in numbers).
Having a build will help at events and questing as there is nothing worse than having low dps at public events and needing a 'carry', it can be embarrassing at least but might cause a fail at worst.
