Next time it happens hit ctrl-alt-delete and choose task manager (you might have to set always on top for task manager before opening game).
Check to see what is at high %, particularly hard drive. Clicking on the % will sort by usage. Look at left for what process is using the most and internet search to see what it is.
Windows likes to optimise things and I've seen it run defrag at times it shouldn't. It can also run updates or windows store in the background clogging the hard drive. Most of this stuff can be turned off.
If you can rule out Windows (Windows 11 could be the issue without a solution) as the culprit then next step can tweak the game.
i also agree with mooman, check your steam background downloading or update queue's sometimes i see huge preformance issues when background updates start to download, ive recently stoped all auto updates and removed steam from downloading in the background.
also try to free up at least 20gigs on your windows drive for faster page file and data buffers.
Then wait on Microsoft to fix it. Not entirely sure a hotfix covers this looks like a design flaw.

steam back ground and auto updatings , including steam store back ground data, seems to be the culpurate of disconnection issues an poor game play that effects, fallout 76
1) There is a hacker/cheater/exploiter either duping or using the dev room, or otherwise being negative to the game code.
2) Anything flying happens in the game, and the game code flips out because flying was not intended in the original code.
3) Bad internet connection, but thats obvious
4) Pretty much anything in the game code is messed up, as that has been a plague since day one launch of the game.
5) There are exploitively created camps in the game world (people with camps over budget, or otherwise UNDER the game world)
but in my xboxgame pass version of fallout does not freeze at all. why only steam version freeze? before i was using bethesda launcher and it didnt freeze too. only after migrated to steam then the freezing starts intermittenly thru out the games.
Gamepass freezes for me constantly. Win 11.
It is associated with random 100% CPU usage spikes, despite the game normally having sub 30% utilization of any core.
