Yes it is very good. My new PA heavy gunner character is only around level 100 but is basically unkillable. Bloodied with emergency protocols and dodgy combined with electric absorption and a Vampires weapon and ricochet mean i always out heal whatever little damage i end up taking after all these other reductions.
Hilarious that an assaultrons face laser goes from being a thing of extreme danger to something that deals zero damage to me and heals me.
Ran into the same problem with stimpacks. I rarely use them on this character so only keep a very small amount now. Makes it easy to get daily caps quickly by selling so many stims.
Also Bethesda: What do you mean 'Due to a lack of foresight by the designers some of the cards have a negative impact on others personal playstyle in casual groups?' That's preposterous, and we're offended - OFFENDED, WE TELL YOU - that you would suggest that we would actually do the job we're paid to do and make sure a so-called 'Triple-A game' actually works as intended without unforeseen consequences!
