Atoms are account wide so you can use them on all characters and anything you buy is able to be accessed by all characters.
Legendary perks will still need to be grinded on new characters but if you already unlocked extra slots you can access them right away on any new characters, but only at rank one.
As you are likely fully aware with a few hundred level under your belt, no bullion items transfer over even to your own characters. You have to earn the bullion and but items again on new characters.
I have 4 characters that I play regularly and 1 mule. Main is level 800 or so. Others are 250, 120 and 100. Something like that anyway. For me I just found it easier to make a new character to have a completely different build and play style instead of swapping with the perk machine all the time. Plus you cannot change mutations on the same character easily. If you want completely new mutations you really need a new character. Plus more chances at better loot drops with more characters too.
Also some steam achievements cannot be received one the one play through. If that is something you are at all worried about.
I thought that maybe having multiple characters dedicated to different builds would be much better. Only problem I see is the grind to level legendary cards, which I am definitely not a fan of. Wouldn't be such a big deal if Triple XP weekend was happening, but I missed that this year due to burnout, so idk what I'm gonna do.

The big downside is you multiply your effort by each character. For example daily ops.
If you have a melee character but win the Crusader Pistol there is no exchanging plans or weapons. You have to 'win' everything many times over at times.
This was pretty much my reasoning too. If I wanted to go full melee and use the other melee damage mutation that reduces gun accuracy, well I don't really want that on a hybrid character as it gimps my guns use. Much easier to start a new character that is only melee to avoid the problem. Same for PA heavy guns, I just started a new character instead. Like Mooman points out it also helps with storage, as the melee weapons and heavy weapons i can now store on a separate character which reduces the burden on my main.
I do understand your hesitation to want to grind another character for legendary perks. It is not a small time investment.
Yep. This is the problem. More characters equals more drop chances but you cannot choose what you get or turn off certain things from dropping. The number of times I have had to feed the scrip machine really good godroll untradeable guns on my melee character is just silly. I have amazing good luck with RNG, thing is it is never on the character i needed it on.
