Have you tried putting the game on a different SSD? Or at least verifying files.
Had no problem playing with high fps on a 1080ti with i7 8700k.

I'm still playing but sometimes i die for those freezes and it pisses me off.
Who would have thought that. The 9700k is limiting fallout 76 game. Just checked it. I also got 100% load on cpu core. Guess thats why the game is stutterng sometimes. Temperature are very close to throttle the core clock. If you have problems with your case temps or cpu cooling you could run into a throttle scenario. So that could be the reason for stuttering or temporary freezing^^
@TS Maybe check that out too or just try to play with open case i while.
this person has the same cpu and video card as you and runs just fine, wonder if something is corrupted in your os or drivers, or if you're missing a driver for your cpu/motherboard, so weird :/ hope you end up figuring it out
