Depends what you're after. If you want very good damage resistance get secret service, if you play stealthy and/or melee then maybe get thorn, if you play in teams a lot then maybe solar. The stealth bonus from thorn doesn't really matter if you have otherwise solid stealth build and solar just regenerates health for you and your team mates if nearby so I'd go with secret service.

Can be made legendary. Has a jet pack. I don't use power armor just this armor.
I prefer to play a fully skilled Commando.
You don't really need the helmet.

I did Encryptid with a full set of Troubleshooter T-65 armor.
With a vampire .50cal my health did not dip below 90% standing in the beam while being a conduit.
