You could open a ticket but that would be an exercise in frustration - they'll bounce you between each other (open a ticket on Steam they'll blame Bethesda and your bank, open a ticket on Bethesda and they'll blame Steam and your bank).
Make sure you have enough balance.
Cancel it and try again if you tried prior to doing this.

If your bank didn't take out the funds and it's still saying "processing"...You will need to contact your bank. or what ever you used to make purchases via such company.
