Each character has their own camp budget per camp slot. Now,if you have a "shelter" in one of your camps..it too will have it's separate budget.
PA displays and mannequins count as the same thing, 5 total.
Weapon displays and normal display cases count as the same thing, 30 total.
Some Camp items take up far more build budget than others do. Turrets, crops, some of the larger items(Hero of wasteland statues, tanks, etc), Lights and especially NEON lights all eat up your budget quick.
I have heard that the new FO1st Ammo box uses way too much budget too.
Edit; You can add lettering to that list. You start trying to write words all over the place and your budget will be gone.
*Possible exception is the new chalk lettering. I haven't used any yet to know.
Edit 2; Another thing to remember is you have a choice, a really large empty building OR a smaller building where you have enough budget left to decorate it.
