Bit weird it isn't crafting unlocks you get when you buy the uniform stuff, actually.
Toxic valley one is much easier and quicker to do than sting and things, and yes it also offers a chance at the badge, that is the on I usually do, stings takes far too much time for the rewards it gives out.
I tend to plan for Stings in advance, so I pick up up parts I come across (from Tea Time, Campfire Tales or when I get cranberries from Aaronholt Homestead, for example). Then it's quick enough. But yeh, if you don't get a badge the rewards aren't terribly impressive.
There are no badges from any events. Daily / Side pioneer scout missions cannot be completed without a pioneer scout uniform.
You can complete the daily scout missions after doing the intro to them without the uniform and badges are most certainly random rewards from the Campfire Tales event, and also from both the toxic goo clean up (forget the name) and Stings and Things dailies.

I've never used the uniform since the one and only time you wear it during the original intro quest (immediately after getting it) and can complete all of the above and get badges from them.

It is possible to collect badges without a pioneer uniform in the Word Challenes / Tadpole section.
After that, I can buy the (earlier mistakenly deleted) pioneer uniform and the Order of the Tadpole side quest can be completed.
