I think Bethesda thought people would use it to create there own worlds to do PvP, Survival, or build cities/communities with. The problem is since people without 1st cant search or find them it didnt work out well. If they had allowed 1st users to open there Worlds up and created a Search function it could have been a massive addition.

Yup
No not one really asked for it, and since it doesnt use progression, theres really no point to it.
There is an IGN interview on YouTube with the devs talking about worlds, it is basically a place that players can break the game without affecting adventure stability. Builders can max budget without glitches, cheaters can spam explosives without magazine glitches/hacked weapons, crafters can mass build without duping etc. (Notice the trend of cheats that should be fixed?).
However I think it is a way for devs to get an idea for balance without doing their own work, let the players test and aggregate the results to make adventure changes based on popularity. Popularity equates to Atomic store/FO1st sales so will take precedence.
Yeah I know. It's just something about the interview really bugged me, you could tell they were being careful not to say hacks and dupes. Oddly though they did admit infinite sprint breaks the game.

or something a bit like no mans skys expeditions where you start a fresh character and complete tasks to earn goodies that carry over
but yeah custom worlds i only use now to test builds out
