Stuck or hiding, what's the difference? They just move there and you can't reach them nor attack them, that's my point.
If it's a passive enemy and you just need the kill (eg. for quest) then try Floater grenade.
Unfortunately the loot lost then.
It just works.
On a serious note, I've had this happen countless times. It's only annoying if it happens in Daily Ops and workshops when you need to kill those enemies to finish it and the target is stuck in a wall. Lakeside Cabin, I think it's called, is a hotbed for stuck enemies in stairs and whatnot.
Edit: Sometimes you can hit them with explosives or shooting their exposed limbs but it really depends on where they get stuck and if they can move.
Yes im serious. Its a coding issue not a bug in the coding issue. lol
But joke aside, it happen and nothing could be done, just walk away, it may relocate after you walk out of it sight (happened to me with mole miner)

It's coding issues that lead to bugs. Bugs are just unintentional features or the lack of features that were supposed to be present, but are missing and they are caused by coding issues, such as an oversight that could lead to things like unexpected behavior of NPCs that may include (but obviously are not limited to) things like NPCs "hiding" inside the solid wall that you as a player cannot hide in simply because you cannot walk through the solid objects. In a singleplayer Fallout, I would be okay with this. Well, maybe not okay in terms of immersion and overall game experience, but I could forgive such things thanks to the simple fact that you can activate walking through solid objects such as walls to reach that NPC, but that option is obviously not available here in online Fallout world.
