Explosive Bait

I'm doing Flavors of Mayhem, and can't get anything to react to the explosive bait.

So far I have dropped it near a radstag, which ran away. Several times dropped it near some wild dogs, who just attack me and ignore the bait. Even dropped it next to a beaver, and punched the beaver, no reaction.

Is there a particular trick to get a creature to react to the bait?
