If so you need to scrap either the mod box or a rifle with the mod attached for a chance to learn it to craft.
It's rare but sometimes the Vendorbot at Berkley Springs station will sell the mod box. Other bots in the Savage Divide can also sell it.
They did for the Dragon but not the rifle. It's just really rare to find in vendor or world spawned boxes.
Unfortunately, look up "confederate era plan bug"

**It's yours if you want it, but the three-point civil era uniform run you can find on youtube got me two copies of each plan, no civil war era suit plan though. That run can also get you the uniforms, hard lemonade, and some amusing random spawns.
As a lover of BP I have to say you're likely to be disappointed. A bayonet is a deadly and lethal weapon, not to mention a bad ass utility. It's a combat knife on a stick, which is a spear and logically should do a little more than my bruce li one inch stabs, training or no. Instead, it's not only slower but does noticeably less damage. You're better off sticking your rifle on the mouse wheel and having a consecutive number to bring your knife out with; the bayonet function is horribly implemented, probably whoever was designing it/testing it with vr stuff had no idea how to wield a short spear. There was a reason armies utilized them; they're deadly af in rl. Unfortunate when you're going for RP value; the bayonet ends up just as a broken feature.
Also, you can find the mod if you hang out in raider areas. Raider vendors not only sell a plethora of melee mods, when you explore Blood Eagle camps and old Raider dens such as Top of the World you'll end up running into these bayonets more than you want.
