Best weapon for *Medic's Legendary

I'm trying to build up a Healing weapon and wondering what would be the best weapon to add the *Medic's Legendary. What would be a good **Star addition?
Ballistic or Energy ammo?
I'm thinking maybe something with a Flamer barrel.
Also does it stack with Friendly Fire perk?

I had a medic's Power Drill once. Poor thing breaks too fast but it might good after the changes. A Combat engineer with a power drill welding power armor during the middle of combat would be a good fit for a fallout fantasy role.

Stacks with Friendly Fire so 'best' would be a laser or plasma gun with splitter and a fire wave capacitor. Splitter because each pellet heals with medics effect.

From what I have seen, laser rifles with the split mod to make each laser shoot tons. Use the automatic mod with it as well, with all of this it is a weapon that can shoot multiple hitscans, in a very fast rate of fire and not have a bad spin up time.

Currently I don't run that but I eventually will, I run a multi-shot medics cremator rightnow.

IF ammo is your worry, a simple thirst zapper can be modified with it as well.

I run a Commando and my normal rifle is a primed Fixer. When I wanted to make a Medic’s weapon, I just made another prime Fixer. My second star just happened to be Explosive. I came across a -90% weight mod, so I threw that on as the third star.

I don’t have to worry about extra ammo, and it still deals pretty effective damage when I need to kill things between healing things.
