Trying to make BoS armor
It's my understanding that BoS armor must be built from combat armor, and then the BoS mod must be applied. I bought the plans for heavy combat armor (legs, arms, torso) and then went to Regs in Vault 79 and bought the plans for Brotherhood Recon Buttressed Armor Arms for 500 gold. When I go to an armor workbench to mod the heavy combat arms it now gives me some good mods, but nothing that says BoS.

Am I doing it wrong in order to get BoS armor? I'm confused because I got a drop (from somewhere) called Vanguard's BoS Leaded Combat Armor Chest Piece. It's a 3-star legendary that leads me to believe there's a modifier called BoS. Is this correct? Or does the BoS plans just give specific mods you can't get any other way?

Those are two different armor sets. Combat Armor and Brotherhood Recon. The mods that turn normal combat armor into Brotherhood combat armor can be bought from a robot in Grafton. Not the one at the station, but the one in the town itself. The mod itself is just another material type, like polymer, shadowed, or reinforced.

Combat armour and Brotherhood recon armour are not the same thing. They are different armour sets. The buttressed mod you bought is specifically for the Brotherhood recon armour. The name says so.

I will check if i have any spares of the BoS mods for the regular combat armour. If i find them you can have them for free.

I have spare plans for chest, arms and legs of the BoS mods that will work for your heavy combat armour. If you want them they are yours

Just to give the info for OP and anyone else, the mods can be bought from either the train station vendor or the one in the town. I have always bought them from the train station vendor but both can have them. You may have to server hop if they are not showing up for you.

I've only been playing a couple of months, and researching as much as I can, but the crafting system and how all the mods work is very confusing. And the info online doesn't help clear things up very well. Here's what I have so far.

1) Combat armor is the base armor. You can buy the plans at reasonable costs as heavy or lighter.

2) BoS is a modifier to whatever combat armor you made. The plans are found on the vendor in Grafton, as the previous poster said (beware that the Grafton monster parade event will start when you go into Grafton, but the vendor is on a different street). These plans are relatively cheap.
a) So it's fairly simple to get BoS Combat Armor which gives you decent ballistic and energy damage protection. But no radiation protection.
b) The Brotherhood Recon armor mods you buy with gold from Reg will work on combat armor, but aren't quite as good as the BoS mod. You have to choose one of them.

3) The Brotherhood Recon armor seems to be a different thing altogether. These plans only drop in certain missions (I think just Daily Ops, but I don't know) or can be bought from Minerva when she has them in stock. This was the armor I was trying to get, but it looks like I have more work to do. I assume the Brotherhood Recon armor I bought with gold from Reg will work for this. But if the prices in gold are similar to the Secret Service armor then that's a lot of gold.

So I think I've got it straight now. Thanks for the replies and the freebee offers. All of the plans were under 200, which is easy for me.

You can buy a Brotherhood of Steel plan from the robot vendor in Grafton at the Responders building. There was one for arms, legs, and torso. All were cheap. When I went to use them I thought I would be creating a BoS armor arm or whatever. But that's not how it's used. I had previously made some Heavy Combat Armor. When I went to mod it, there was a Brotherhood of Steel mod for it that significantly increased its ballistic and energy numbers. There were also mods for polymer, shadowed, and reinforced which I assumed came from the Brotherhood Recon plan I bought with gold from Regs in vault 79. If you have it you can add the leaded mod to the second slot and get BoS Leaded Combat Armor.

Well, it exists. Most types of armor have 4 additional materials that provide additional pretection, or in some cases a shadowed version that boosts stealth. Combat armor has a 5th alternate material, the Brotherhood of Steel version. You can make it yourself, or at level 20 you cas start killing the Brotherhood members at various camps around the map. The first one you are likely to encounter is the one just west of the Wayward. Starting at level 20, one of the people at those kind of areas will start dropping pieces of Brotherhood combat armor. Sometimes, multiple pieces.

Nope. They came from other pieces of combat armor you had previously scrapped (well, reinforced is known by default). The plans only ever give you the exact thing they are named for, and nothing extra.
