example: A fixer that has vampire as the 1 star mod, explosive is 2nd star mod,and the less ap as the 3 star mod
Curiously the cost is the same as adding all 3 effects. Seems fair.
The 2 Star Fixer I have has the option to Add 3 Star Random.
That means they'll ALL be rerolled while adding a 3rd right?
No. It will just add a random 3rd star as i said. I have already done this on several 2 star items.
Just that last star
The 3 Star is Endurance +3.
1 Star is Quad
2 Star is Crippling.
I have 2 choices:
VATS Optimized or
Durability
I think I'm going for VATS Optimized.
Also, to add legendary module boxes to an item, it costs more scrip each time (does not matter which star your adding, it costs more and more each time you add to it, so plan what u want and try to only add the ones u want.
But seriously best option is to craft random 3star (or rather make normal item into random 3star) then take the best one (Again, focus on the 3rd star cuz this will be the most expensive to get) and scrap the ones u don't like.

The 2 Star Crippling Fixer was one item in question.
I already had two Effects on it and I didn't want to lose them so why I was asking if we could add a 3 Star to an already Legendary item.
I got END which doesn't make sense but had a VATS Optimized Box mod which I changed the 3rd Star effect.
Both of my characters now have every gear piece with 3 Stars.
Deathclaws can't stand up and like little babies "roar" at me while I'm just out of their reach.
I've yet to test it now that I've added VATS Optimized as the 3 Star but I believe it will be better than before.
I found a Hunters Explosive -25AP Railway in a vendor the other day for 5,000c. I bought a Quad box for 10,000c. For 15,000c and a few modules and scrip, I got a weapon that would have been real-world trade-only for hundreds of thousands of caps worth of bobbleheads or something… or real money.
If u had to make them yourself(which is nearly equal possibility to get plan as the box mod when scrapping) which costs 60 modules, so to 'craft' (Again, if u don't get the box mod) it costs 60 but only 15 if you want to add your OWN 1st star. SO no matter how u look at it, it is better to find a weapon with the preferred 3rd star (And 2/3 if u really feel like maximizing your potential with scrapping) - Add to this that anyone SELLING the preferred box mods will VERY likely have the high end desired 1st stars easily crafted, but nobody can ever make back what it COSTS by selling the 3rd star.
Also from my experience I always seem to get lucky with 2/3 stars on items with the first being offset, and cuz of that ended up with many godrolls (after this crafting change) due to a easy quick slap of the first star. (Very cheap to make and install)
Also, in your post u basically said 'I disagree with what you said' then basically said exactly what I SAID to do. (IE You switched out the FIRST star, NOT The third, which is the cheapest one to change. 3rd star is MOST EXPENSIVE to make / craft (so won't be sold by anyone who has to create them) and has least effect on the end result.

That was it until last night when I added a "Random 3 Star" to it which was Endurance.
I added "VATS Optimized" for 3 Star effect which is far better.
80 rounds.
With Perk cards does an outstanding job of Crippling almost any enemy and how VATS cost reduced even lower.
So what if it cost 15 for adding the 3 Star?
The first two ARE great for this character.
I've stated time and again on here and other posts that both my char's, most of their gear has the effects I want.
If people call the 3 Star effect the first whatever.
I use this char, invisible and hiding to try to cripple almost every enemy I can.
There's no downside to what I've done.
I've no need to change a non-Legendary to a Legendary.
My only real issue is what others have is the Ticket to Revenge is still messed up.
What you consider "Godroll" I and others may not.
I don't play Bloodied and have NO plans to. For me that effect, is worthless.
Gimping one's character to "do the mostest/bestest damage ever" is subjective.
If I manage to learn the plan or get that box mod, I will sell it for CHEAP.
And you are mixing up the stars if u keep thinking the 3rd is 15. (The FIRST is 15 to make, 2 star is 30, and 3 star is 60. First star are things like vampires, bloodied, etc, where as 3rd star examples is vats reduced ap, -90% weight, etc.)
